She had to have a beam of less than 34m so she could fight within the Panama Canal and a draft of 12m so she could be used in as many shipyards as possible. She was launched on June 1940 and was built to be within the Washington Naval Treaty and London Naval Treaty which made her a challenge to design. This ship was first laid down on October 1937 in New York.
